Congress takes its first steps toward immigration reform.
The House Judiciary Committee spent a 12-hour markup session on the Border Security and Enforcement Act of 2023, before approving it. Also known as the McClintock-Biggs proposal or H.R. 2640, the more than 130-page proposal addresses the U.S. border crisis. Additional legislation is expected in the coming weeks.
The bill would redefine “operational control” as the prevention of unlawful entries into the U.S., replacing the soon-to-expire Title 42 authority that addressed COVID. The bill would increase detentions and deportations, and measures would be required to handle and keep track of unaccompanied minors. E-verify would become mandatory for employers.
Leadership in the House expects to bring the measure to the floor. If it passes, it will go to the Senate, where approval is not anticipated.
